The main purpose of this evaluation is to measure to what extent the project has achieved the objectives as presented in the project proposal, comparing to key indicators and milestones. It is also intended to shed light on CIRUM’s theory of action and the strategies they have employed. The evaluation will concentrate on lessons learnt about CIRUM and LandNet’s approach to grassroots development, and learn how the organisation is so successful in establishing its legitimacy.
