Community-based Forest Land Allocation Programmes (FLAP) are a basic way for poor farmers to secure land rights. The Livelihood Sovereignty Alliance (LISO) 11 step approach to FLAP has evolved from lessons they have learnt from different pilot projects implemented by them in varying ecological parts of Vietnam since 1998. Our approach integrates government policy and customary law in a unique way to solve land conflicts and allocate forest lands. The approach also pays full attention to the concerns and needs of communities and local authorities.
