Between 2006 and 2007, a forest and land allocation programme (FLAP) run by CIRUM had facilitated formal land allocation (Red Book) for forest and forestland use and management to nine villages3 over 2,077.52 ha and to 263 households over 3,168.82 ha. At present, after 10 years of the FLAP implementation, the commune economy has fast improved due to a focus on forestry. Villagers now feel more comfortable to protect their natural forests and invest in cash crops (acacia, rattan, etc.) on their allocated forestland, which helps them generate stable and sustainable incomes. As a result, Bac Lang commune has completely changed. The rate of poor households has remarkably decreased from 90%4 (2005) to 77.06% (2010) to 50.16%5 by the end of 2014. 
In order to highlight the role and significance of FLAP to villages for use, management and protection, this case study aims to provide practical indicators of changes made in Bac Lang over three different time periods: before 2006, from 2006 – 2007, and from 2008 until now.
