Assessing ethnic minority youths’ needs for vocational training in Si Ma Cai district
On the basis of the participants’ assessment, the training programmes are designed and categorized into three types: short term (less than 3 months), mid term (3 to less than 18 months) and long term (18 to 30 months). Accordingly, the participants who complete a training programme will be conferred with training certificates, vocational or college certificates. Trainers will be designated from the Lao Cai Vocational College. In addition, elders, herbal practitioners and experienced staff of CIRUM will involve in sharing their knowledge and skills relating to ecological farming and local knowledge in farming, veterinary and husbandry. The Si Ma Cai Farmer Field School (FFS) locating in Nan San commune, Si Ma Cai district and its various functional training components will provide spaces for theoretical and practical training for the youths to apply the lessons.
Participants will stay at the Si Ma Cai FFS or the field office of CIRUM. Budget for the training will be provided according to the Memorandum of Understanding (MoU) between Si Ma Cai district People’s Committee, the Lào Cai Vocational College and CIRUM, which was signed on 19th February 2016. In addition to the main training themes (agro-forestry, veterinary and husbandry), information technology, English, permaculture and organic herbacide or herbal medicines for animals will be introduced at the training.

After five working days, 79 youths of the Mông and Nùng ethnic minority groups, of which 66 male and 13 female have completed the assessment. Notably, 13 youths who are attending the 9th class at the Nàn Sín secondary school have joined the assessment.

The assessment results shows that, 48 youths are interested in both short- and long-term training on veterinary and husbandry. This result is suitable to the sustainable poverty reduction orientation in Si Ma Cai until 2020, of which raising cattle is one of the priorities.
On the basis of the local training needs, CIRUM and the Si Ma Cai district department of Labour, Invalid and Social Affair will review and suggest suitable number of participants and training format to the Lào Cai provincial Vocational College and the Si Ma Cai district People’s Committee. It is expected that the training programme will commence in April and May 2017.
